Bradford Council Department of Health & Well Being is undergoing an exciting period of transformation and change as we implement our vision for wellbeing in Bradford and District – Home First. We have a strong vision for social work which recognises that the service is at the heart of our Home First vision. We have appointed a Principal Social Worker who, reporting to the Strategic Director Health & Well Being, is charged with ensuring that the purpose of our adult social work practice is to uphold human rights with the Mental Capacity Act 2005 at the heart of our social work practice. We have established a new Mental Capacity Service to support improvements in the quality of our social work decision making and are investing in a large programme of CPD to improve legal literacy and confidence of our front line social work. To further strengthen our social work practice and we are now seeking to appoint an Operations Manager to lead the development of our new Home First early intervention and prevention service.
With a strong values belief framed around human rights and the UN Convention on the Rights of Disabled Persons, you will understand that whilst the Deprivation of Liberty Safeguards are about protecting Article 5 ECHR rights, it is Article 8 which defines good social work practice. You may be a qualified, HCPC registered Social Worker or Occupational Therapist. You will believe that people are experts of their own lives and circumstances and that the role of statutory services is to provide proportionate responses which enable people to regain confidence and control of their lives.
Our new Home First provides an initial social work and occupational therapy response to adults who are presenting to the Council for the first time and who require creative and imaginative solutions to maintain their independence. As the Operational Manager, you shall lead the transformational cultural change which integrates the occupational therapy and social work duty systems, embedding a mind-set of home first which enthuses staff and encourages positive risk enablement. The team will be based within Britannia House initially with a view to moving into a community resource/shop front location so that we are able to develop a unique and cooperative approach in partnership with people. Drawing on solutions which are based in the heart of communities and centred on providing support which is strength based in its approach you shall be a relational practitioner who achieves positive outcomes which enable people to remain at home with support from their natural networks of support.
