The Code of Practice on the English language requirement for public sector workers Part 7 of the Immigration Act 2016 requires that Councils ensure that all candidates applying for customer facing posts must be assessed in order to establish their fluency in English.

 

The criteria under special knowledge and experience on the job profile shown outlines what level of fluency you will be expected to demonstrate.  Therefore it is essential that you provide examples in your application.

 

The Health and Wellbeing Department in Bradford Council is currently seeking a Programme lead to manage the District’s Better Care Fund Programme, with a variety of individual projects.

 

The post holder will be part of a wider programme team based within the department of Health & Wellbeing which has programme management responsibility for the departments transformation and change activity.

 

Specific responsibilities include:

 

  • To provide effective programme management of the BCF programme, including programme monitoring, reporting, risk management, change control and evaluation within an appropriate programme structure, processes and systems, including standard formulations for PIDs and business cases.

  • To ensure that both organisations’ vision and core values in relation to health and social care integration are actively promoted and that the BCF programme plays an optimal role in securing integration, working closely with relevant elected Members, the Department of Health & Wellbeing and clinical commissioning group.

  • To co- ordinate and deliver key assurance products within the local health and social care economy and to NHSE, on the programme.  

  • To ensure that BCF projects achieve their objectives and are delivered to high quality standards, by working closely with their nominated project managers and with the Joint Commissioning Executive where outcomes are at risk.

  • To develop effective relationships with key internal stakeholders in relation to the delivery of the BCF Programme, ensuring a high degree of organisational visibility of the programme, that that its purposes are well understood and building effective multi-disciplinary links with those responsible for commissioning, contracting, financing and procuring the services included in the programme.

 

Recent CCG or Local Authority experience or recent experience working in an integrated NHS/Local authority setting is desirable, and experience of the Better Care Fund (BCF) will be essential.
