PO5:  £39,177 - £41,967 pa plus an additional increment for BIA status.  1 further increment subject to AMHP status.

The Code of Practice on the English language requirement for public sector workers Part 7 of the Immigration Act 2016 requires that Councils ensure that all candidates applying for customer facing posts must be assessed in order to establish their fluency in English.

Bradford Council Department of Health & Well Being is undergoing an exciting period of transformation and change as we implement our vision for wellbeing in Bradford and District – Home First.  We have a strong vision for social work which recognises that the service is at the heart of our Home First vision.  We have appointed a Principal Social Worker who, reporting to the Strategic Director Health & Well Being, is charged with ensuring that the purpose of our adult social work practice is to uphold human rights with the Mental Capacity Act 2005 at the heart of our social work practice with the Mental Capacity Act 2005 at the heart of our social work practice.  To further strengthen our social work practice and we are now seeking to appoint a Team Manager to lead our work on ensuring that the Council upholds the European Convention on Human Rights for people who live in the community and who are at risk of a deprivation of liberty.

With a strong and unshakable belief that social work is human rights, you will have a deep understanding that whilst the Deprivation of Liberty Safeguards are about protecting Article 5 ECHR rights, it is Article 8 which defines good social work practice.  You will be a qualified, HCPC registered Social Worker and Best Interest Assessor with extensive experience and deep technical knowledge about the Deprivation of Liberty Safeguards and the implications of the Law Commission Report on the Mental Capacity Act and the DoLS.  You will have experience of leading and managing other Best Interest Assessors and of implementing quality assurance processes to ensure compliance on the part of the Supervisory Body with the MCA 2005.  You will know case law and be able to evidence high level critical reasoning skills which enable you to translate case law upholding people’s wishes, feeling and beliefs in keeping with the UN Convention on the Rights of Persons with Disabilities into practice for front line social workers.  You will have current experience of preparing and presenting requests for authorisation of potential deprivations of liberty taking place in the community to the Court of Protection.

As Team Manager, you will report to the Principal Social Worker in managing a team of 4 Advanced Practitioner BIAs who will be undertaking work to prepare and present complex cases to the Court of Protection.  As an expert practitioner, you will carry a case load of highly legally complex work and will act as a mentor and coach to other social workers on preparing and presenting cases to the court.  The role will include a training responsibility to raise standards of practice in the Mental Capacity Act 2005 across the department and to support providers on understanding how they can improve quality and lessen restrictions on the people they are there to support.
