HC&PH LICENSING SERVICE SYSTEMS & OPERATIONS SUPPORT OFFICER

Band SO2: £28,485 - £30,153 pa     

1 x 37 hours per week

Based at Shearbridge depot, BD7 1PU

 

 

The Code of Practice on the English language requirement for public sector workers Part 7 of the Immigration Act 2016 requires that Councils ensure that all candidates applying for customer facing posts must be assessed in order to establish their fluency in English.

 

The criteria under special knowledge and experience on the job profile shown outlines what level of fluency you will be expected to demonstrate.  Therefore it is essential that you provide examples in your application.

The Hackney Carriage & Private Hire Licensing Service is responsible for the licensing, inspection and enforcement of Hackney Carriage and Private Hire drivers, vehicles and operators across the Bradford District.  Following implementation of a new IT system, we have an exciting opportunity for a Service Systems & Operations Support Officer to develop both the system and staff to provide excellent: service; reporting; management information; audit processes and task management.

 

In this role you would be required to:

 

 

  • Be the lead computer systems person within the Service, driving technological and cultural change on Licensing projects – interfacing with Corporate IT as required.

  • Provide Operational Support to Management and Officers of the Licensing Service to develop and deliver cost efficient operation by utilising resources, policies and procedures effectively.

  • Develop Licensing Systems solutions to meet the needs of the Service within a controlled, consistent and co-operative framework to enable data collection, data processing, report production and performance measurement.

  • Assist in facilitating electronic service & process re-engineering across the Service, including systems development management, performance, strategy and support.

 

It is essential that you:

 

  • Have a minimum of 3 years knowledge and experience in implementing user acceptance testing and managing IT business applications, computer systems and databases
  • Have a minimum of 3 years knowledge and experience of Microsoft and Access report writing and Visual Basic
  • Can provide specialist technical systems support (Uniform, Idox, Enterprise)
  • Can administer and use IT data systems to support operational service delivery
  • Can interrogate systems to be able to report on operational performance
  • Can develop and innovatively use systems to enhance operational delivery and fulfil these roles without compromising corporate IT support processes.
  • You should have a Degree or NVQ level 4 in Business Information Technology or Computer Studies and be a proficient user of specialist systems and generic programming and analytical tools.  You will also be able to identify, deliver and sustain service improvement.
