Bradford Council Department of Health & Well Being is undergoing an exciting period of transformation and change as we implement our vision for wellbeing in Bradford and District – Home First. We have a strong vision for social work which recognises that the service is at the heart of our Home First vision. Our Transforming Lives partnership vision is to develop an approach which spans the life course, planning for fulfilling and productive lives. To further strengthen our social work service, following the retirement of the current post holder, we are now seeking to appoint on an interim basis for 6 months a Service Manager for our Disability Services to lead on a change programme in this area.
With a strong and unshakable belief that social work is human rights, you will have a deep understanding that Article 8 of the European Convention of Human Rights defines good social work practice. You will be a qualified, HCPC registered Social Worker and ideally a Best Interest Assessor or Approved Mental Health Profession. You will have extensive experience and deep technical knowledge about the Deprivation of Liberty Safeguards and the implications of the Law Commission Report on the Mental Capacity Act and the DoLS. You will have a strong understanding of Section 117 and the NHS National Framework for Continuing Health Care. You shall have a strong track record of change management to sustain improved performance outcomes.
You will have experience of leading and managing other social workers and other professional staff and of implementing performance improvement processes. You will know case law and be able to evidence high level critical reasoning skills which enable you to translate case law upholding people’s wishes, feeling and beliefs in keeping with the UN Convention on the Rights of Persons with Disabilities into practice for front line social workers. You will have demonstrable experience of delivering at pace sustained performance improvements. You will be resilient and a credible performer able to present complex information in a high scrutiny context. You will have a strong sense of business acumen and an unwavering commitment to securing value for money for Bradford residents, people and their families.
You will report to the Assistant Director Integration and Commissioning managing a service spanning Transitions and Community Learning Disabilities. You shall lead a review of these teams to inform the wider Departmental Operating model in the context of developing an all age approach towards Transforming Lives of people with disabilities in Bradford and District. You will be responsible for reporting into the Departmental Change Board on challenging budget savings targets and working with the corporate Programme Team to develop and implement a performance framework for the service going forwards.
