The Code of Practice on the English language requirement for public sector workers, Part 7 of the Immigration Act 2016 requires that councils ensure that all candidates applying for customer facing posts must be assessed in order to establish their fluency in English.
The criteria under special knowledge and experience on the job profile which is shown in this advert outlines what level of fluency you will be expected to demonstrate. Therefore, it is essential that you provide examples in your application.
You will have a degree or an equivalent professional communications or marketing qualification and/or at least 3 years’ experience in a communications, marketing or related role in the public or private sector. That experience is likely to come from one or more of media relations, PR, marketing or internal, stakeholder or digital communications.
The successful candidates will be expected to work across all those disciplines to contribute to the provision of an integrated marketing and communications service for the Council and its key partnerships.
Our Marketing and Communications Officers lead on developing, delivering and evaluating a comprehensive range of materials and campaigns to ensure effective external, partnership and internal communications and marketing across all the Council’s priority outcomes.
They advise councillors, senior officers, staff throughout the local authority and in partner organisations on marketing and communications issues, planning and products. They are required to occasionally work evenings, weekends and bank holidays in order to deliver the responsibilities of the post. They also contribute to providing a 24-hour emergency and out of hours on-call communications, media handling and social media service on a rota basis.
Reporting to the Head of Marketing and Communications, these posts require special knowledge and understanding of:
- planning, developing and implementing targeted communications and marketing strategies and campaigns across multiple channels and for a wide range of audiences
- the integrated role of internal and external communications, marketing, PR and media, and digital
- partnership working arrangements across the public, private and third sectors
- PR positioning and reputation management
- production of accessible and plain English communications and marketing materials for a range of stakeholders
The successful candidates will also be required to demonstrate excellent written, verbal and digital communications skills, a high degree of self motivation and the ability to work independently and deliver under constant pressure to strict and often conflicting deadlines. They should also demonstrate that they have worked as part of a team or cross-functional team.
