Evaluation and Appraisal Manager

Grade M SP1-4 £44,483 - £51,507 per annum

Based in Leeds City Centre

 

The role is a key managerial appointment within the corporate research and intelligence team of West Yorkshire Combined Authority. You will provide leadership to the organisations program of evaluation work (across all the projects and programs developed through the LCR Assurance Framework) whilst also leading the development of the CA’s economic modelling capacity.

 

Reporting to the Head of Research and Intelligence you will manage a team of up to five economists and evaluation specialists responsible for economic appraisal and evaluation work.

 

This role will appeal to you if you have a professional grounding in the economic appraisal of business cases developed and appraised using the HMT 5 Cases model and experience of using this model across a number of policy areas – especially transport scheme development.

 

The role will also interest you if you have keen interest in learning from “What Works” and helping the Combined Authority shape future project design based on a consistent approach to evaluation.

 

You will need to have the ability to communicate and effect change through your grasp of the economic appraisal approaches used support the development of transport, housing, skills and regeneration projects.

 

You will also play a key role in ensuring that the Combined Authority provides leadership to Northern and national departmental thinking in techniques used to set out the wider economic benefits of major transport schemes.

 

We are also keen that the successful candidate positions the Combined Authority at the forefront of thinking on economic modelling helping us develop a clear strategy to guide the development of our modelling resources based clear set of principles for our modelling work.

 

In your role you will work closely with the organisations Feasibility and Assurance Team ensuring a “Joined Up” approach to economic case appraisal and agreeing a forward program of project evaluation activity.

 

You should also have an active interest in the management and design of primary research and be capable of contributing to the form and function of primary research procurement.

 

A background in a large multi-disciplinary research or economics environment within a public sector delivery setting would be useful but is not essential as we are primarily interested in your proven ability to affect corporate change from the analysis of project monitoring and evaluation intelligence.
