From October 2016 Central Government has introduced a new Code of Practice as part of the Government Immigration Bill, which specifies that all public sector workers in a “customer facing” role will have the necessary level of fluency in English appropriate for the role they will be undertaking  This includes social workers, teaching staff and assistants and council employees.  This will require that a person working in a “Customer Facing” role can speak, listen and understand basic English as a minimum.
